PROXY [network~]host:port

sets a proxy to relay through to connect to irc. This was thought for
possibly firewalled networks.
Currently supported are SOCKS4, WinGate and Webproxys, which allow
the CONNECT Method.
Example:
/PROXY proxy.mydomain.com:8080
